Photo: Baoquocte On July 12, 2016, the Permanent Court of Arbitration (PCA) in The Hague (Netherlands) ruled that China’s claims of historic rights within its so-called “nine-dash line”, which covers more than 80% of the South China Sea, are completely baseless and illegitimate according to the 1982 UNCLOS. The ruling also marks an important milestone to solve the South China Sea issue by peaceful means, and simultaneously affirms the paramount role of international law in dispute settlement. The international community lauded the PCA’s ruling. 40 countries have been reported to announce their support for the arbitration publicly. Then-United Nations Secretary-General Ban Ki-moon urged all parties to resolve their disputes in the South China Sea in a peaceful and amicable manner, through dialogue and in conformity with international law.   Under the decree in effect as of November 15, 2020, wearing face masks is compulsory in public places such as railway stations, bus stations, supermarkets, among others. The Hanoi Steering Committee for COVID-19 Prevention and Control has specified that hospitals, parking lots, railway/bus stations, shopping centers, supermarkets and wet markets are the five public venues where wearing the mask is compulsory. New fines of between 1-3 million VND (US$42 – 130 USD) are given to lawbreakers as of November 15. The previous fines were just VND100,000 – 300,000 (equivalent to US$4.2 – 13). Located in District 1, the building, previously known as the HCM City Hall or L’Hôtel de Ville is one of the older buildings in the city. It was built from 1898 until 1909 and designed by French architect Femand Gardès, inspired by the bell tower style in northern France. The construction has a tall protruding tower. Two sides of the building are two balanced attics, the left and right sides of the work are lower than the rest. The facade design is a mixture of Baroque, Rococo, and Art Nouveau architectural styles. The building has been used as the workplace of Ho Chi Minh City People’s Committee since 1975. It has also been one of the most popular tourist destinations in the city.
